首先需要确认一下孩子的身份是否是纯外籍的！孩子在国外出生：父母其中一方纯外籍，一方纯中国国籍；或者父母双方都是中国国籍
。可以直接申请中国的旅行证入境中国。

The child was born abroad. Before birth, one of the parents already held a Permanent Residence abroad. The child is sure to own a pure foreign nationality. In this case, children can only apply for China's Emergency Humanitarian Visa.
